Mr. Phelps has been the best neighbor a family could ever have! He and his sweet wife were and are full of smiles, concern, and care for everyone in their sphere. Memories of Mr. Phelps will always make us happy. His fascinating stories of life in the Coast Guard inspecting international ships, his jovial banter with our special needs son, his love for God's creation, even his bike that would sail past our house with a friendly wave...all sweet memories of a man who loved his God, his family, and his friends. Thank you for your lasting testimony, Mr. Phelps! We love you!
