William C. “Billie” Rowland, 87, died March 24, 2021 after a short fight with COVID. Billie was a native of Norfolk County, he was the son of the late Dewey and Elizabeth “Lizzie” Brown Rowland. In addition to his parents, he was predeceased by his wife, Elizabeth Rowland, and sister and brother-in-law, Mary and Jerry Etheridge. Billie worked for Nutrien Ag Solutions for 65 years as a mechanic and welder. He loved to play cards with the men he worked with. Billie always had a smile on his face, and everyone loved him. He also looked forward to spending time with is brothers and Dick his son on the weekends. The last two years he has lived with his daughter, Debora, and family. Let’s not forget he and mom’s beloved canine companion, Sue Sue.

Survivors include his son, Dick Rowland (Melissa); daughter, Debora Culpeper (Barry); four grandchildren, Shannon, Lori, Niki, Chasity; nine great grandchildren; brothers, Raymond Rowland, and Johnnie Rowland (Agatha).
